Mr. Foote was born in 1950, in Melrose, Massachusetts. He served in the United States Army for eight years as an electronic intelligence specialist and Russian linguist. He held the rank of Staff Sergeant and received an honorable discharge. Mr. Foote is a graduate of Colby College, Waterville, Maine, from where he graduated magna cum laude with a degree in history in 1983. He was elected to the Phi Beta Kappa honor society in that same year. He received his Juris Doctor degree in 1986 from the University of Maine School of Law. He has received Certificates of Achievement for successful completion of the National College for DUI Defense, Inc.'s Summer Sessions in 1998, 1999, 2000, 2001, 2003, 2005and 2006, Mastering Scientific Evidence in DUI/DWI Cases in 2002 and 2005, Florida International University’s Breath Analysis Forensic Workshop in 2004, and National Association of Criminal Defense Lawyers’ DWI training session in 2005. Mr. Foote is also certified by the USDOT as a Maintenance Technician and Operator for the Intoxilyzer 5000. In 2007, Mr. Foote became the first and only attorney in Maine who is Board Certified in DUI Defense Law by the National College for DUI Defense, Inc. Mr. Foote is a Sustaining Member of the National College for DUI Defense, Inc. and the College’s State Delegate for the State of Maine. He is a general member of the National Association of Criminal Defense Lawyers. Mr. Foote is also a Charter Member, past Vice President and past Director of the Maine Association of Criminal Defense Lawyers. Mr. Foote teaches seminars to attorneys on the subjects of OUI defense, state and federal criminal defense and the Federal Sentencing Guidelines. He has lectured at the University of Maine in graduate level courses on the subjects of scientific evidence and the use of expert witnesses in criminal matters. Mr. Foote is admitted to practice before the United States Supreme Court, the United States Court of Appeals for the First Circuit, the United States District Court for the District of Maine, the State of Maine and the Passamaquoddy Tribal Court.
